The Agency aims to foster the development of a high performing railway system, by supporting the increase in knowledge and capability of railway organisations, including national safety authorities and national investigation bodies. In the next future, the Agency will expand this collection by grouping under the Knowledge Hub its training and dissemination activities. This will raise awareness of legal obligations and good practice adopted in the railway industry and it will explain the reasons behind such provisions and works together with stakeholders to guide them in their implementation.

ERA Safety Leadership Training
Leadership plays a major role in the development of a positive safety culture. To stress the importance of always behaving safely and leading by example, the European Union Agency for Railways has developed an innovative training targeting rail managers at all levels. The course highlights the need to put safety at the forefront of all actions and every decision made. It provides each participant with a clear idea of what safety leadership is about and on how to improve on a daily basis.
The Technical Specifications for Interoperability (TSIs) define the technical and operational standards which must be met by each subsystem or part of subsystem in order to meet the essential requirements and ensure the interoperability of the railway system of the European Union.
The Green Agenda project aims at contributing to the strategy defined by the European Commission with the Green Deal to reach the EU targets for the climate and energy framework. The project’s objective is mainly:
- to substantiate the benefits of the railway transport; and
- to build evidence based proposals to make railway the backbone of a multimodal transport and mobility system and launch a rail renaissance.
Game changer for a carbon neutral economy
Making railway the cornerstone that supports an environmentally sustainable multimodal transport system is essential to attain the climate objectives of the European Green Deal and the Paris Climate Agreement.
How rail freight helps achieving climate goals

A Compelling Vision for the Target Railway System
Rail is one of the greenest mode of transport. The creation of a single European railway area is part of the EU transport policy objectives. A vision of the target rail system and the related research needs are presented in this short animation.
The digital transformation of railways, as in other sectors, brings new opportunities together with novel challenges. Cybersecurity is a key requirement to enable railways to deploy and exploit the full extent of a connected, digital paradigm. The European Union has defined an objective and a framework on cybersecurity, including preparedness and awareness of all actors against cyber threats, and several initiatives are relevant for railways. ERA and ENISA are working closely together to ensure the cross-fertilisation of railway and cybersecurity regulatory frameworks.
Cybersecurity in Railways
This ERA webinar on rail cybersecurity, jointly organised with ENISA, presents how the EU cybersecurity framework applies to railway stakeholders, and how the railway framework is evolving to reflect more the concerns on cybersecurity. The European Union Agency for Cybersecurity, ENISA, and ERA present their activities concerning cybersecurity in railways.
ERA-ENISA Cybersecurity Conference
2021 is the European Year of Rail, ENISA, the EU Agency for Cybersecurity, and ERA, the EU Agency for Railways, joined forces to organise a virtual Conference on Rail Cybersecurity. The conference took place virtually over two days and brought together more than 600 experts from railway organisations, policy, industry, research, to discuss cybersecurity developments and highlighted the main challenges in the field. Day 2 focused on the Research & Innovation and Information Sharing & Cooperation aspects.
One of ERA’s strategic objectives is to improve economic efficiency and societal benefits of railways. We therefore place high importance on collecting and delivering objective and credible evidence to support sound decision making.
This brief guide outlines the arrangements the Agency has put in place to facilitate the reporting of CSI data by NSAs, following the ERAIL disconnection.
The Agency Railway Terminology Collection is a repository of Railway terms and abbreviations from EU legal texts concerning the activities carried out by ERA and relevant application guides.
Its main aim is to sustain the development of a common understanding in the rail sector, essential to achieve the level of harmonisation required by the Railway Safety and Interoperability Directives.
The purpose of the collection is to provide support to the whole sector by:
- offering in an unique entry point the reference valid definition of terms and abbreviations;
- improving the multilingual translations and understanding;
- facilitating the standardisation of railway definitions in new or revised documents , both for activities carried out internally and externally to the Agency;
- harmonising the communication in the railway systems.
Further steps will be carried out for incorporating other terms from institutional sources and designing a multilingual web version.

Human and Organisational Factors (HOF) refers to the interactions among system components and humans, considering their behaviours, at all levels such as individual, situational, group, organisational or cultural.
Examples of interactions, observable at these levels, can be found in: job design, workload, fatigue, procedures, competence management, working conditions, organisational and technological change, staffing, reporting culture, systemic investigations and audits, or the safety culture of the organisation. And all this is important for the safety management system.
It is also important to remember that these interactions stimulate people to behave in an adaptive and safe way. HOF are not only considering people on the field, but also how things are organised, monitored and improved.
This is the human and machine readable Vocabulary/Ontology governed by the European Union Agency for Railways. It represents the concepts and relationships linked to the sectorial legal framework and the use cases under the Agency´s remit. Currently, this vocabulary covers the European railway infrastructure and the vehicles authorized to operate over it. It is a semantic/browsable representation of the RINF and ERATV application guides that were built by the domain experts from RINF and ERATV working parties.
This is the human and machine readable Controlled Vocabulary / Taxonomy governed by the European Union Agency for Railways. It represents the list of values per each data property linked to the sectorial legal framework and to the use cases under the Agency´s remit.
