Keeper of a railway vehicle

Entity that has usage rights over a vehicle, uses the vehicle as a means of transport and is registered as such in a vehicle register. The types of keepers include the manufacturers, the railway undertakings, the rail infrastructure managers, the enterprises in charge of construction or maintenance of the railways, the lessors and the shippers.
