Investment expenditure on railway infrastructure

Capital expenditure on new railway infrastructure or extension of existing railways, including reconstruction, renewal (major substitution work on the existing infrastructure that does not change its overall performance) andupgrades (major modification work improving the original performance or capacity of the infrastructure). Infrastructure includes land as opposed to rolling stock, such as permanent way constructions, buildings, bridges and tunnels, along with the immovable fixtures, fittings and installations connected with them (signalling, telecommunications, catenaries, electricity substations, etc.).
