A specification which falls into one of the following categories: —   a common technical specification as defined in Annex VIII of Directive 2014/25/EU, —   a European technical approval as referred to in Article 60 of Directive 2014/25/EU, or —   a European standard as defined in point (b) of Article 2(1) of Regulation (EU) No 1025/2012.
