Upcoming changes in the legislation governing declarations and certificates for railway interoperability constituents and subsystems.

On 9 November 2018, the Railway Interoperability and Safety Committee (RISC) voted unanimously to adopt a new Implementing Regulation setting out important steps in the field of interoperability and the related European processes, which will come into effect with the Fourth Railway Package in June 2019.

The new implementing regulation stipulates templates for declarations and certificates for railway interoperability constituents and subsystems. They are designed on the model of declaration of conformity to an authorised railway vehicle type and on the European verification procedures for subsystems.

The Agency would like to thank all parties involved in this complex work process for the good collaboration – colleagues from the European Commission, EU Member States, and the European rail sector.

The vote represents another important milestone towards implementing the Fourth Railway Package, which defines new roles for the Agency in delivering vehicle authorisation, safety certification, and approvals to ERTMS trackside projects.
