Recommendation on the revision of the common safety methods on conformity assessment and common safety method on supervision

The Agency has received the mandate to further harmonise conformity assessment approaches among Member States through the revision of Commission Regulation (EU) No 1158/2010 on a common safety method for assessing conformity with the requirements for obtaining railway safety certificates, Commission Regulation (EU) No 1169/2010 on a common safety method for assessing conformity with the requirements for obtaining a railway safety authorisation (also named ‘the Common Safety Methods (CSMs) on Conformity Assessment’) and Commission Regulation (EU) No 1177/2012 on a common safety method for supervision by national safety authorities after issuing a safety certificate or safety authorisation (also named ‘the CSM on Supervision’).

The Agency proposes to repeal the above Regulations and recommends that the Commission adopts the draft Commission Delegated Regulations included below.

To accompany its recommendation, the Agency has also developed:

  • An accompanying report, which provides information about the development of this recommendation, working methods, the minority opinions raised by the stakeholders and the Agency conclusions; and
  • A light impact assessment report.
