The European Union Agency for Railways (ERA) is pleased to present the EU Regulatory Framework course, designed to help you explore European railway legislation at your own pace.

The course content is organised across three virtual exhibition rooms in a 3D museum, illustrating how legal provisions have progressively shaped Europe’s transport landscape and supported the implementation of the Single European Railway Area.

To support your journey,  you will get to meet RAY – the Ready-to-learn Assistant for You, who will accompany you throughout the course by providing insights and some appropriate summaries. Quizzes have been included for helping to consolidate your knowledge and completing the learning experience.

The course is designed to support different learning levels, allowing you to:

  • start with basics by following the explanations and taking notes if you wish,
  • explore topics in greater depth by following links to source materials and consulting additional documentation and bibliography,
  • return to the course as a reference resource on key topics related to EU railways.

Principles & Relevance

A map containing an overview of the museum, provides a detailed index for each exhibition room, guiding you through the different themes and helping you easily locate specific topics according to your interests and level of knowledge.

Whether you are a beginner or a more advanced learner, this course will help you better understand the principles of EU railway legislation, its relevance for the rail sector, where and how to find legal texts, how ERA and EU institutions work together, and the European Commission’s mobility strategy within and beyond the EU.

How to access the course

This course, like most of our e-learning modules, is freely available. However, to access it, you will need an ERA Profile with access rights to the e-learning platform. Please follow this guidance to obtain or verify your access.

Technical requirements

Because the course offers a video-rich and immersive experience within a 3D navigation environment, it is recommended to access it using a recent device (desktop, laptop, tablet, or smartphone). For the best viewing experience, using full-screen mode is recommended and strong Wi-Fi (or cable network) connection.

  • Any modern multi-core processor (2018 or later recommended)
