ERA stands ready to support the implementation of the EU Military Mobility Package

The European Union Agency for Railways welcomes the publication on 19 November 2025 of the EU Military Mobility Package, a key initiative of the European Commission and the High Representative.

The Military Mobility Package puts forward a comprehensive set of measures to ensure the swift, coordinated and secure movement of military personnel and equipment across the European Union. It strengthens Europe’s defence posture by addressing military mobility barriers in all dimensions - regulatory, infrastructure and capabilities - that currently slow down military transport across borders. 

ERA stands ready to assist the Commission in implementing the provisions of the Regulation related to rail, notably:

  • The contribution to specific requirements for rail infrastructure and assets;
  • The integration of existing military standards into the technical specifications for interoperability to make them enforceable, as appropriate;
  • The harmonisation of operational, safety and technical rules for military transport and the removal of persisting obstacles at the borders;
  • Authorisation tasks related to dual-use vehicles, including as Registration Entity;
  • The adaptation of existing registers and tools, including the European Vehicle Register.
