The amendment to the Control-Command and Signalling Technical Specification for Interoperability (CCS TSI) entered into force on 5 May 2026 through Commission Implementing Regulation (EU) 2026/693 of 19 March 2026. The amendment marks an important step towards greater clarity, consistency and legal certainty in the application of the CCS TSI across the European rail system.
The revised Regulation introduces targeted improvements aimed at facilitating implementation by railway undertakings, infrastructure managers, notified bodies and suppliers, while maintaining full alignment with the objectives of interoperability and safety.
Clarification of Transition Regimes
One of the main objectives of the amendment is to clarify the applicable transition regimes. The revised provisions establish a more precise framework for managing the transition between previous and updated CCS TSI requirements, reducing ambiguity for projects already under development or at advanced stages of authorisation.
These changes support a smoother implementation of CCS upgrades and renewals, while ensuring continuity and predictability for stakeholders during the transition period.
Improved Coherence Between Articles and Appendix B
The amendment also improves alignment between the articles of the CCS TSI and Appendix B. This reinforces the consistent interpretation of technical and procedural requirements and strengthens the overall coherence of the specification.
Inclusion of Test-Related Reference Documents
Another important enhancement is the formal inclusion of reference documents related to testing activities. The amendment integrates:
- SUBSET-076 and SUBSET-094, defining requirements for on-board and trackside testing;
- SUBSET-151, addressing Automatic Train Operation (ATO) testing; and
- SUBSET-153, supporting previous system versions and reduced envelopes.
The explicit reference to these documents provides greater transparency and legal certainty for testing, validation and integration activities, particularly in the context of ETCS and ATO deployments.
Next Steps
Following the entry into force of the amendment, stakeholders are encouraged to review the updated CCS TSI and associated reference documents to ensure compliance in ongoing and future projects.
The amendment is expected to support a more harmonised and robust implementation of CCS requirements across the European railway network.
