Instruments to allow the Union to react to specified unforeseen circumstances or to allow the financing of clearly identified expenditure which cannot be financed within the limits of the ceilings available for one or more headings. Their mobilisation is subject to a decision of the budgetary authority, acting on a transfer proposal from the “reserve” title to the line concerned
