Summary of decisions

The Management Board (MB) adopted:

  1. The minutes of the 56th Management Board meeting of 6 July 2021

  2. DECISION n°271 of the Management Board of the European Union Agency for Railways appointing an alternate of the Executive Board

    The Board appointed Mr Theo Rabenberg (Denmark) as alternate of the Executive Board.

  3. DECISION n°272 of the Management Board of the European Union Agency for Railways adopting the Single Programming Document 2022

    This Decision refers to the adoption of the Single Programming Document 2022. The document takes the opinion of the European Commission into account, according to article 25.2 (c) of the Agency Regulation, as well as the outcomes of the consultation process in the course of 2021.

  4. DECISION n°273 of the Management Board of the European Union Agency for Railways adopting the Budget and the Establishment Plan 2022

    This Decision refers to the adoption of the budget 2022 and the establishment plan 2022, based on communication COM(2020) 300 of 27/07/2020 on the General budget of the European Union for the financial year 2022. The Commission foresaw for the ERA 2022 budget an EU contribution of EUR 26 278 423 with 154 TAs, 36 CAs and 4 SNEs.

  5. DECISION n°274 of the Management Board of the European Union Agency for Railways adopting the policy on monitoring the performance and decision-making of National Safety Authorities (NSAs) for the years 2022 onwards and repealing Decisions n° 161, 188, 214, 244 and 266

    Management Board Decision n°161 regulated the policy on monitoring the performance of NSAs during the 1st audit cycle.  In order to initiate the 2nd audit cycle, the Board approved the update of the NSA monitoring tools for the 2nd audit cycle due to start in 2022.

    The main changes were introduced to:

    • update the NSA monitoring tools with the currently legal framework
    • improve efficiency of the NSA monitoring programme by simplifying the various documents and facilitate their use by the auditors and the audited NSAs
    • better align the 2 audit referential (Matrix and Compliance) regarding the technical requirements to foster consistency between audits
  6. DECISION n°275 of the Management Board of the European Union Agency for Railways on the extension of the derogation from the application of Annex to the Decision n° 141 on the implementation of Telework, as a measure pertaining to the Corona virus and amending Decision n° 249

    Considering the continuing COVID-19 situation, the expiration date for the derogation from the application of Annex to the Decision n° 141 on the implementation of Telework has been extended 31-12-2022, guaranteeing the safety and well-being of the Agency staff, as well as to leave the flexibility of the staff to have a teleworking regime of 50% on a 4-weekly basis.

  7. DECISION n°276 of the Management Board of the European Union Agency for Railways amending MB Decision n° 267 establishing procedures for decision-making in relation to ensure business continuity during COVID-19 pandemic crisis for higher management

    The procedures for decision-making in relation to ensure business continuity during COVID-19 has been extended until the end of 2022.  For efficiency reasons, the names of the staff members have been deleted and only the functions have been kept.

  8. DECISION n°277 of the Management Board of the European Union Agency for Railways extending the appointment of the reporting officers for the appraisal of the Executive Director

    In line with Regulation (EU) 2016/796, the evaluation of the Executive Director has to be performed jointly by the Commission and by the Board.  Decision n° 248 is valid until 31 December 2021, hence the two reporting officers are being appointed for another two years, i.e. until 31 December 2023.

  9. DECISION n°278 of the Management Board of the European Union Agency for Railways adopting the ERA Communication and Dissemination Plan for 2022

    In line with Articles 39 and 51 § 1 point (g) of the Agency Regulation, the annual ERA Communication and Dissemination Plan was adopted by the Management Board.
