EXO’s strategic role
The Unit plays a strategic role in enhancing the Agency’s capacity to deliver impactful results by coordinating efforts across departments and aligning them with the ERA’s mission and vision. Operating under the authority of the Executive Director, EXO fosters collaboration, ensures accountability, and upholds strong governance. The EXO Unit contributes to operational efficiency and a unified approach to achieving the Agency's long-term objectives, solidifying its reputation with the stakeholders as a reliable and forward-thinking organisation.
What we do
The EXO Unit oversees five key workstreams, each contributing to the Agency’s overall success: Corporate Governance EXO leads the development and steering of Agency’s strategies, ensuring alignment with priorities and measurable outcomes. From multi-annual planning to annual reporting, the Unit coordinates the preparation of key documents such as the Single Programming Document (SPD) and the Consolidated Annual Activity Report (CAAR), with a flexible yet compelling approach, where accountability and added value for the stakeholders occupy a central role.
This includes the identification and steering of the Agency's priorities with the Management Board and with the other Units to support the European Commission vision and policy objectives. Additionally, it manages governance processes and supports transversal policies such as organisational culture change, diversity and inclusion.
Strategic Communication
The Strategic Communication workstream ensures ERA speaks with one consistent voice, aligned with its mission and vision. By integrating the strategic communication vision with the Agency’s overarching strategic planning, it amplifies ERA’s visibility and reputation as a trusted EU institution. It also ensures that Agency’s strategic narratives and key messages are well aligned with its vision and explain the added value of Agency’s work for the stakeholders, as well as any constraints, in a transparent manner.
Portfolio Management and Performance
The Unit ensures that resources are allocated effectively and monitors programme performance to ensure timely, effective and efficient delivery of planned outputs. EXO also supports programme managers with tools and methodologies, while facilitating adjustments and coordination across multiple work areas, including process simplification and continuous improvement.
Budget Planning, Monitoring, and Control
EXO manages the preparation, allocation, and monitoring of the Agency’s budget, ensuring compliance, transparency, and efficient use of resources, in order to best support the ambition of the expected outputs and impacts for the railway system.
Internal Management and Control
The Unit maintains the Agency’s internal control system, in the spirit of a just and learning organisation, and oversees risk management processes. EXO provides assurance to the Executive Director on the effective implementation of the Internal Control Framework and steers the processes to support a positive discharge for the Agency.
