Common Safety Method for Monitoring  
The harmonized Safety Management System is a key to ensuring that railway undertakings and infrastructure managers are managing and controlling the risks related to their operations and is facilitating trust between the different operators. A harmonised methodology for monitoring that safety requirements are maintained during the whole life cycle of a system is a key process of the SMS. It also helps to avoid duplication of the monitoring work by the different actors by providing a transparent and clear framework.  The level and type of monitoring should be complementary between the different railway actors, so that there is an assurance that the safety continues to be effectively managed when the railway system is operated and maintained.
