National rules  
 
National rules are allowed under certain conditions only, as defined in the Interoperability Directive (EU) 2016/797 and in the Safety Directive (EU) 2016/798;  and they apply on top of the European Rules.
In order to achieve the objectives of the European Railway legislation - interoperability and one single market for railway products and services the number and content of National Rules must be reduced to the minimum and all applicable national rules must be publically available. 
 
The Agency is examining the existing national rules in the Member States in order to ensure that finally only allowed national rules are applicable (“cleaning-up of national rules”).
In case of new national rules the Member States shall follow a notification procedure. National rules for vehicles authorisation are managed via the National Reference Documents.
Furthermore the Agency provides the publication of applicable national rules
 
Currently the Agency is developing the Single Rules Database (SRD) that will replace the current publication tools (migration planned in 2019); SRD will be the unique tool for the notification of all new national rules (draft rules), and for the publication of all applicable national rules under the Interoperability and Safety Directives.
