In 2016, the 4th railway package introduced the concept of safety critical components (SCCs). In 2019, the TSI Loc&Pas and TSI Wag defined SCCs as components that, if a single failure were to occur, could potentially lead directly to a serious accident. These definitions also contain requirements in sections related to maintenance and operational documentation. Additionally, the ECM Regulation (EU) 2019/779 mandates the management of SCCs for all vehicles by the ECM.

To ensure the safety of the railway system, it is essential for vehicle designers and manufacturers to identify the SCCs for new vehicles through risk assessment techniques and operational and maintenance requirements. After this analysis, they provide relevant documentation to RUs and ECMs to enable them to adopt appropriate control measures for maintenance and operations.

On the other hand, ECMs are responsible for notifying potential new SCCs to vehicle manufacturers when discovered, both for new and existing vehicles during maintenance monitoring.

In order to exchange your views, culture, and feelings regarding the identification and management of SCCs and proactive safety measures, you should participate in the upcoming webinar.

Reply to our questions!

To better prepare this webinar, we offer you the opportunity to answer the following questions. Your replies will help us to adapt as much as possible the content of this webinar to your expectations. You can send us your answers by email to the following address:

  • What is your feeling about the definition of “safety critical” (serious accident, single failure, credible potential)?
  • What is your comprehension about the definition of “component” related to the vehicle structure?
  • Did you experience any new SCC discovered “during maintenance“ monitoring both for new and existing vehicle? If yes, did you ask for SCC identification confirmation to the vehicle Manufacturer?
  • Did you develop any specific procedure in your management system related to SCCs processes both for new and existing vehicles?
  • What about the collaboration between Keeper/RU/IM/ECM/Manufacturer/Holder of vehicle authorization (exchange of information about maintenance including on SCC)?
  • Do you know the CEN Technical Report 17696 “Guide for identification and management of SCCs for railway vehicles”? If yes, do you use it in the processes of your management system or in general what is feeling using the CEN TR 17696?
  • Do you know the SAIT (Safety Information Tool by Agency)? If yes, what is your experience using it both to capture news from SAIT or to upload your “unexpected safety relevant findings” occurrences?
  • Has any Assessment Body ever commented in the contents of the SCC list (give details)?
