Version 10 of the Guidance on Entities in Charge of Maintenance has just been published, supporting the harmonised application of the ECM framework and incorporating lessons learned as well as the findings of the First Agency Report on its implementation.
Prepared by the Agency with the support of the sector and ECM Certification Bodies through a dedicated Task Force, this new version promotes a correct and common understanding of the concepts introduced by the ECM Regulation, which lays down detailed provisions for the certification of Entities in Charge of Maintenance pursuant to Directive (EU) 2016/798 (Safety Directive).
Building on this framework, the guidance explains the Regulation's provisions and clarifies its interfaces with other railway stakeholders. It aims to facilitate a harmonised approach across the sector and to support stakeholders in the practical application of the legislation. The document also incorporates return of experience, illustrating practical examples and lessons learned since the Regulation became applicable.
The guidance is intended for all railway stakeholders whose activities may have an impact on railway safety and who directly or indirectly apply the ECM framework. It serves as a clarification tool and does not contain legally binding advice or establish mandatory procedures.
