Biography

Emmanuel Ruffin has an academic background in mechanical science and aeronautics engineering completed, in 1994, with a PhD in fluids mechanics modelling from the University of Marseille – France.

From 1994 to 2007 he was Transport Program Manager, at INERIS, working in the field of transport safety and risk management. He performed large-scale test field experiments, developed risk-based decision-making methods applied to rail and road transport, fire prevention modelling, safety management in tunnels and underground facilities, quantitative risk assessment. He also gained experience in the field of accident investigation, notably participating to Mont Blanc catastrophe investigation and its reconstitution.

In 2007, he joined the European Union Agency for Railways. As transport of dangerous goods Coordinator, and in collaboration with international experts, he drafted the Multimodal TDG risk management framework.

Since 2019, he has been managing the programme on the Common Safety Methods on the assessment of safety level and safety performance of railway operators. In this context, with his team, he developed the recommendation addressed to the European Commission for the new CSM and designed the future Information Sharing System for railway safety.
