Jochen Bultinck

Chief Operating Officer

Jochen Bultinck holds a Master of Science degree in Civil Engineering from Ghent University. He later supplemented this with international certification as a Project Management Professional at the PMI.  Jochen Bultinck started his career in 1996 as a study engineer with VK Architects & Engineers. In 1997, he became a project manager in the Infrastructure department of the National Railway Company of Belgium. For ten years he coordinated the design, study, tendering, and implementation of the most important infrastructure projects in East and West Flanders.  At the end of 2007, he took over as head of Infrabel’s Contract Management department.  Four years later, he became head of Infrabel Asset Management in East and West Flanders. Together with his team, he was responsible for the maintenance and renewal of the existing railway infrastructure. In 2017, he was appointed Director Build by Infrabel’s Management Committee. At the same time, he also became CEO of TUC RAIL, Infrabel’s largest subsidiary. In this dual role, he is responsible for the infrastructure manager’s key modernization and expansion projects.  At the end of 2019 he was appointed as COO Infrabel.
