Sub-group of the NIB Network

The core objective of the network of NIBs is to conduct an active exchange of views and experience for the purpose of developing common investigation methods in adaptation to the development of technical and scientific progress, as requested by Article 21(7) of Directive 2004/49/EC.

NSR TF is established under the RISC in order to assist the Member States and NSA in the implementation of requirements in the Railway safety Directive concerning NSR establishment and transparency. TF aims at achieving greater transparency of NSR, clarification of the NSR scope and systematic management of the NSR system. Members: transport ministries and NSA. Chairman: Commission. Facilitator: the Agency.

The idea was supported and accepted by the NSAs and representatives of the sector organisations (CER, ERFA, ETF, UIP, UNIFE)

The Task Force discusses and agrees a common structure and content for the annual reports that NSAs send to the Agency by 30 September each year. This approach help NSAs to draft the report knowing the content expected by the Agency and facilitate the evaluation of the development of railway safety, safety certification and authorisation at Member-State and Community level.

The NSA Network have agreed to carry out a series of Cross Audits of each other, supported by the Agency. This programme will begin with a pilot phase of 6 audits, running from 2011 until 2013. The NSAs all signed a Charter setting out the principles of the programme and a Committee of NSA representatives adopted a Programme Manual, setting out how the audit programme would be conducted, and Audit Protocols, against which NSAs will be audited. There is also a guide to the protocols. The Agency has trained around 30 NSA and ERA staff to be auditors for the purposes of the Cross Audits.

Facilitating a common understanding (among the NSAs and stakeholders) in line with the Interoperability Directive of what a type is, so that the benefits expected from the application of Article 26 of the Interoperability Directive may be achieved in full.

The general purpose is to deliver documents required by EC from ERA: specification for common user interface, application guide and resulting from them changes of the RINF specification. All this should lead to development of tools which allow for implementation of RINF as system for whole European network and all European users.

The Economic Survey Group is a working group focussing on the impact assessments accompanying the Agency's recommendations, with emphasis on methodology and its correct application. Autonomous work economic evaluation principles and methods is also taking place.
