The revision of this CSM is based on the following inputs:
the experience gained with the application of Regulation N°352/2009 since its adoption;
developments of the taskforce on the roles and responsibilities of CSM assessment bodies;
developments of the taskforce on risk acceptance criteria (RAC) to be required and mutually accepted for the design of technical systems.
The revision was led by the Agency with the support of a dedicated "revision taskforce" and of the working group for CSM on risk evaluation and assessment which initially developed the existing Regulation N°352/2009.
In spite of the significant efforts and validation work on the RAC proposal, within the given timeframe a common view on harmonised and agreed RAC could not be reached among the majority of representatives in the working group. Consequently, the text sent for consultation does not include any new proposal of RAC. Additional discussions and agreements between the railway sector organisations (CER, UNIFE, etc.) and the representatives of the national safety authorities are still on-going.
