ERA assists the countries-applicants for EU membership to
adopt the EU railways legislation in the fields of safety and interoperability.
ERA's assistance is structured in the form of projects under
the name IPA ("Instrument for Pre-Accession Assistance").
Beneficiaries of IPA Projects of ERA are:
EU Candidate Countries:
Albania, the former Yugoslav Republic of Macedonia,
Montenegro, Serbia and Turkey
EU Potential Candidates:
Bosnia and Herzegovina, Kosovo*
Targets of the project are to:
provide technical assistance to the candidate and potential candidate countries
facilitate their integration in the activities of the Agency
strengthen the compliance of the legislations with the EU railway legislation
assist the preparation of new national regulatory framework that complies with the EU safety and interoperability legislation
offer practical experience to the representatives of the beneficiaries
enhance the flow of communication among the beneficiaries
The project activities include:
Close cooperation with the regulatory bodies of the beneficiaries
Organisation of dedicated seminars and workshops for the railway authorities of the beneficiaries
Opportunities for the beneficiaries to participate in the core Agency’s National Safety Authorities’ and Investigation Bodies’ networks
Technical and study visits to the beneficiaries
Traineeship opportunities at the premises of the Agency
Translation of key documents into the languages of the beneficiaries
The first phase of the IPA project of ERA took place from
01.01.2010 to 30.11.2013. Below you may find the relevant reports.
Phase II of the IPA project of ERA started in January 2016.
The new phase is going to focus on preparatory measures for
EU candidates and potential candidates to optimise their legal framework.
The new phase contains milestones to be achieved by the IPA
beneficiaries, such as reporting based on EU indicators and legislation and
